There is no best time of year to update your headshot although I’d make an argument that July/August in DC are pretty bleak :)

When you’re thinking about what to wear - think about clothing that gives you flexibility and neutrality while still being interesting and reflective of who you are. This is also a reminder that headshots don’t have to be stoic or stuffy. They can be relaxed and even fun if that is part of your personal brand.
